The so-called "Blue Moon" is not blue at all - it's just the second Full Moon that can happen once in a while in a month, since a lunar cycle lasts 28 days, less than most months.
This winged-victory statue is put on top of the 30 m obelisk in Piazza Vittorio Veneto, and is known to most people in Palermo just as "La Statua" ("The Statue").
