azral it is a tunnel located in the center of Zagreb, built during World War II in the historical part of the city, called Gornji Grad or Grič, and yes, it was also reportedly a bomb shelter.
now the tunnel has been rebuilt and opened to the public ... unfortunately, from May 3 to 6 (when we were in the area) has been closed: D
in the picture is one of the entrances to the tunnel. and i agree with you, pretty cool graffiti.
