Confusing and irritating

Repairing up with a really huge breakfast to get us through the day of moving and moving and moving. but one thing that has annoyed me about this diner since we started coming here is there any explicable need to give you a tiny little cup of water if you want water. clearly they have tall cups, so why can't I have a whole cup of water? It's confusing and annoying.
