Wellington and his Unicorn

This is the Wellington statue in front of the Glasgow Museum of Modern Art. If anybody knows by whom and why the two traffic cones where added, I'd be happy to know... When looking around souvenir shops it seems that Wellington must be wearing his 'hat' since a long time, but the horse has newly transformed into a unicorn.
