It's really easy. Put a glass container, bowl or whatever transparent dish you have at some height. Pour water and oil. Place a tablet or laptop screen below this dish and display some colorful wallpaper or gradient. Shallow depth of field together with water&oil will make the background blurred. Then just play with background colors :) You can also add some dishwashing soap to get smaller bubbles.
