Hanna Gawrychowska this is due to the lens - the old Helios 44-2 with the inverted lens which gave the "petzval" effect. And of course raindrops and rays of the sun

Thanks for the info. I have a petzval lens that gives this whirly bokeh but I also have a Helios lens but it doesn't do anything like your photo. I'll look into this...
